i <br />SEH <br />October 27, 2004 <br />Mr. Mike Grochala <br />CommInity Development Director <br />City ofll:Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, Minnesota 55014 -1182 <br />Dear Mr. Grochala: <br />EXHIBIT B <br />RE: Lino Lakes, Minnesota <br />I- 35W/Lake Drive Preliminary Design <br />SEH No. P- LINOL0503.00 <br />Short Elliott Hendrickson Inc.® (SEH) appreciates the opportunity to provide professional engineering <br />services to the City of Lino Lakes for the Preliminary Design of the Lake Drive/I -35W interchange. This <br />letter proposal forms the basis of an Agreement for Professional Services between the City of Lino Lakes <br />and SEH. <br />Scope of Project/Background <br />On September 14, 2004, a Final Report prepared by SEH for the I- 35W/Lake Drive Interchange was <br />submitted to the City, Anoka County, and Mn/DOT. The report detailed existing conditions and proposed <br />ultimate improvements for Lake Drive (CSAH 23) over I -35W. Following the report, a meeting was held <br />with the City, Anoka County, and Mn/DOT to determine how to move forward with the recommendations <br />contained in the report. Both Mn/DOT and the County agreed that moving forward with the project <br />development is the best way to increase the opportunities for state and federal funding to complete the <br />interchange improvements. As a result of this meeting, SEH was directed to prepare a scope of services to <br />complete the preliminary design of the interchange. <br />Scope of Services <br />This proposal addresses developing the preliminary design, obtaining Mn/DOT and Anoka County <br />approval, developing construction limits for right -of -way, and completing the project memorandum. The <br />scope of our proposed services is provided in detail on the attached Exhibit A.
