A traditional or conventional development uses the standard zoning district requirements <br />that can result in a street grid development. <br />Per City Code Section 1007.007: Subdivision Ordinance Definitions <br />CONSERVATION DEVELOPMENT. The development pattern and technique whereby lots <br />are arranged in closely related groups to preserve the natural amenities of the land <br />through the creation of common open space. <br />Per City Code Section 1001.026: <br />(4) Yield plan. If the project includes a conservation subdivision or planned unit <br />development, the applicant shall submit a yield plan showing the maximum number of <br />dwelling units that would be permitted given the minimum lot size and lot widths for <br />conventional subdivisions and other requirements of the Lino Lakes Zoning and <br />Subdivision Chapters. <br />A conservation development is the same as a conservation subdivision. <br />Staff Comment: <br />1.The applicant shall submit a yield plan with the PUD Preliminary Plan/Preliminary <br />Plat submittal. <br />The purpose of using the PUD zoning is to create a conservation development that <br />establishes the defined public values of preserving and enhancing the on-site natural <br />resources. The PUD also creates and enhances the greenway corridor and trails that are <br />accessible to the public. <br />Environmental Review Record <br />As previously noted, in 2006 a mandatory Environmental Assessment Worksheet (EAW) <br />was prepared for the original Natures Refuge concept because the proposed 278 <br />housing units exceeded the 250 housing unit threshold. The EAW thoroughly analyzed <br />potential impacts to wetlands, rare plant and animal species, floodplain, water quality, <br />noise, traffic and archeology. It was determined the project did not have the potential <br />for significant environmental effects and the Council passed Resolution No. 07-06 <br />making a Negative Declaration on the Need for an EIS. <br />The scope and size of the existing Natures Refuge, Natures Refuge North, and proposed <br />Pine Oaks is smaller than the original 2006 proposal. A revised EAW is not required <br />because the 236 housing units do not exceed the 250 housing unit threshold. <br />9 <br /> <br />
