<br />Memorandum <br />To:Katie Larsen, Lino Lakes City Planner <br />From:Kris Keller PE, WSB <br />Diane Hankee PE, Lino Lakes City Engineer <br />Date:January 7, 2026 <br />Re:Pine Oaks (MI Homes) <br />Concept Plan Review <br />032826-000 <br /> WSB’s review of the Concept Plans for the Pine Oaks (MI Homes) development in Lino Lakes, <br />MN, prepared by Carlson Engineering and received December 12, 2025. Our comments were <br />made on the following documents: <br />Pine Oaks Concept Plan prepared by Carlson Engineering, dated November 19. 2025. <br />The following review comments should be responded to in writing by the applicant. <br />Engineering <br />•General <br />The Pine Oaks development is a replatting of the same named development that was <br />originally platted in 1980. It includes 75 acres north of CSAH 14 (Main Street), west of CSAH <br />23 (Lake Street), and south of Pine Street adjacent to Natures Refuge North. The current <br />conceptual project proposes 82 single family villa lots and associated infrastructure. This <br />property was originally part of a larger development of which an Environmental Assessment <br />Worksheet (EAW) was prepared. The evaluation concluded that the project did not have the <br />potential for significant environmental effects. <br />•Grading <br />The Pine Oaks development includes site grading for the 82 units as well as extensions of <br />Haywood Drive and Nordin Street as well as a local street that is yet to be named. <br />•Stormwater Management <br />Stormwater management for the Pine Oaks development has not yet been proposed and <br />will need to be submitted for preliminary plat by the applicant. It is anticipated that the <br />development will include a storm sewer conveyance, rear yard drainage, and ponding <br />systems, consistent with the previous and adjacent developments. The systems shall meet <br /> the City’s and Rice Creek Watershed District’s (RCWD) Stormwater Management <br />requirements. Stormwater reuse will be required for irrigation. Access to the ponds for <br />maintenance per City requirements will also need to be provided with plans. <br /> <br />
