<br />Environmental Memo <br />To:Katie Larsen, City Planner <br />From:Tom Hoffman, Environmental CoordinatorTom Hoffman, Environmental Coordinator <br />Date:December 17, 2025 <br />Re: Environmental Comments – Pine Oaks Concept Plan <br />Environmental Board had recommended the following at their December 17, 2025 meeting: <br />1.Consideration should be given to the proposal to retain permanent open space <br />in lieu of tree mitigation subject to the 3 trees per lot requirement. <br />a.Outlots adjacent to Wollans park dedicated to the City. <br />b.Conservation easements over the remaining open space. <br />2.Open area landscape requirements should be adhered to in areas around <br />stormwater and borrow ponds. <br />3.A new rare plant and animal survey must be completed for the project area. <br />a.Updated NHIS letter from the DNR, 2007 listed Blandings Turtle. <br />Additional species of concern may be present since the last update. <br />b.Overlay threatened and endangered species map with concept plan to <br />show proposed impacts. <br />4.If rare species are found on site, design layout should be revised to avoid impacts <br />to these species. <br />5.Project narrative states 31.02 acres of wetland, delineation report has 34.55 <br />acres of wetland shown. Staff will use the delineation report of 34.55 acres of <br />wetland. This should be reflected in all places within the next proposal for <br />accuracy. <br />6.If rare species are found on site and impacts are unavoidable, include features <br />that minimize impacts (ex: buffers around rare plant locations for any that can <br /> be preserved, surmountable curbs to facilitate Blanding’s turtle movement, <br />restoration of undisturbed project areas). DNR permits may be required for any <br />impacts to rare species. <br />7.Coordinate with the Rare Plant Rescue group (contact Carrie Taylor at Anoka <br />Conservation District) to allow for transport of any rare plants for which impact <br /> is unavoidable to a donor site, such as Wollan’s Park Wetland Bank in Lino Lakes. <br /> <br />
