Memorandum <br />To:Katie Larsen, Lino Lakes City Planner <br />From:Diane Hankee PE, Lino Lakes City Engineer <br />Date:February 4, 2026 <br />Re:Valvoline (Clearwater Commons) <br />Site and Building Plan Review <br />033167-000 <br />WSB reviewed the Civil plans for the Valvoline site in Lino Lakes, MN, received January 27, <br />st <br />2026. The site is approximately 0.64 acres and located east of 21 Avenue and north of Main <br />Street in the Clearwater Commons commercial development. Comments were made on the <br />following documents: <br />Valvoline (VIOC) – Civil Plans prepared by CESO, dated January 27, 2026. <br />The following review comments should be responded to in writing by the applicant. There are <br />additional redline comments on the plan set that should be responded to as well. Not all redline <br />comments are in the review memo. <br />Engineering <br />General <br />The Valvoline site project proposes to create an approximate ~1,500 SF oil change facility <br />which includes the associated parking lot, utilities, and landscaping. The site is located on <br />Lot 3 Block 1 of the Clearwater Commons commercial development. <br />Grading <br />A grading and drainage plan was provided for the site which included paved areas and <br />curb, as well as the access to the private road to the north. <br />Comments: <br />1.Provide EOF elevations, locations and routes for all low points <br />a.Meet freeboard requirements with building lowest openings <br />2.See additional redline comments on plan sheets <br />Stormwater Management <br />Stormwater management for the Valvoline site was included with the overall Clearwater <br />Commons development and consists of collecting stormwater runoff with several catch <br />basins and conveying it to an underground BMP on the west side of the site through an <br />existing stub. The proposed site meets these requirements. <br /> <br />
