Ms. Katie Larsen <br />2/4/2026 <br />Page 2 <br />Water Supply <br />A proposed 8” DIP CL 52” watermain stub is supplied to the site from the access road per <br />the Clearwater Commons construction plans. The site proposes extending the water <br />service south to a hydrant by the building. A 1” domestic service is tapped off of the line <br />and serves the building. <br />Comments: <br />1.We recommend that the City Deputy Director of Public Safety-Fire Division review the <br />proposed plan for water supply and hydrant coverage. <br />2.Call out all utility crossings <br />a.Provide minimum 18" separation between water and sewer <br />b.Insulate when separation between water and storm sewer is less than 36" <br />3.See additional redline comments on plan sheets <br />Sanitary Sewer <br />A proposed 6” PVC Sanitary Sewer stub is supplied to the site from the access road per <br />the Clearwater Commons construction plans. The site proposes extending the 6” <br />sanitary to serve the building <br />Comments: <br />1.Sanitary sewer service inverts do not match from the building (901.5) to the sanitary <br />sewer connection (898.1) <br />a.Pipe shown much shallower (~906) <br />b.Update to show service pipe at ~3% slope at ~10’ depth <br />2.See additional redline comments on plan sheets <br />Transportation <br />The Valvoline site proposes an access off of the proposed frontage road installed with <br />Clearwater Commons. <br />Refer to the traffic study presented with the Clearwater Commons Preliminary Plat <br />submittal for specific traffic assumptions. <br />Comments: <br />1.We recommend that the City Deputy Director of Public Safety-Fire Division review the <br />proposed plan for emergency access. <br />a.Show Lino Lakes Pumper fire truck turning movements for Valvoline site <br />i.Similar submitted with Clearwater Commons development <br />Wetlands and Mitigation Plan <br />The site is not proposing to impact existing wetland. <br />Valvoline (Clearwater Commons) – Engineering Review <br /> <br />
