<br />Staff Comments: <br />1.The Heritage Avenue cul de sac cannot exceed 500ft and shall be revised. <br />2.Street D shall have a temporary cul de sac at the north end. <br />3.Street A shall be platted as public right-of-way. <br />4.Private Street C exceeds 150ft and shall provide a turn-around at or near its <br />terminus. <br />5.The private street shall gain access from the public street and shall maintain the <br />street drainage with concrete curb and gutter per City Standard Specifications <br />for Construction. Private street access on urban and rural streets shall have at a <br />minimum a five-foot bituminous or concrete apron. The remainder of the private <br />street shall be designed, constructed and surfaced as approved by the City <br />Engineer. <br />6.Street signs shall be designed and installed in compliance with City General <br />Specifications and Standard Detail Plates. <br />7. Signage stating “No Parking - Fire Lane” shall be located along the private street <br />in locations as approved by the City Fire Inspector. <br />Easements <br />Standard drainage and utility easements at least 10 feet wide are provided along all lot <br />lines. <br />Staff Comments: <br />1.Drainage and utility easements shall also be dedicated over the outlots. <br />Stormwater Management and Erosion and Sediment Control <br />Per the City Engineer Memo dated February 4, 2026: <br />Stormwater management for the Harvest Grange site consists of a two sedimentation <br />basins to provide rate control and water quality treatment. Additional grading is <br />proposed for borrow material and floodplain fill mitigation. There is a significant amount <br />of offsite flows from the east and south that will be passed through the site via an <br />existing ditch system.
