<br />A Traffic Noise Assessment was completed by David Braulau Associates, Inc. dated <br />January 6, 2026. <br />Minnesota Rule 7030.0040 details noise standards for residential land uses: <br />L10 is the level exceeded 10% or 6 minutes of an hour. L50 is the level exceeded 50% or <br />30 minutes of an hour. <br />Seventeen noise receptor sites on buildings with direct exposure to noise from 20th <br />Avenue have been evaluated and compared with the Minnesota noise standards for <br />residential land uses. While predicted traffic noise levels exceed the nighttime <br />residential standard at building facades closest to 20th Avenue, exceptions to the rules <br />permit the commercial noise standards if a 30 dBA reduction in the exterior-to-interior <br />sound level can be achieved with appropriate exterior façade design. <br />Staff Comments: <br />th <br />1.All townhome units in the two (2) buildings adjacent to 20 Avenue (CSAH 54) <br />shall be constructed in such a way that the exterior to interior sound level <br />attenuation is at least 30dB(A) as detailed in the noise study. <br />a.Window areas shall require a minimum STC 30 glazing. <br />Parks, Greenways and Trail Plan <br />Per Figure 10-2: Neighborhood Service Areas of the 2024 Comprehensive Plan, a future <br />neighborhood park is programmed to the southwest of this site. Trails are not required <br />per the park plan. Staff met with the City of Centerville and confirmed that a trail <br />connection to Dupre Road was not feasible due to the potential wetland impacts and <br />ditch crossing costs. The City will require cash in lieu of land dedication. <br />Tree Preservation and Landscaping <br />Per the January 28, 2026 Environmental Board staff report: <br />Tree Preservation and Mitigation Standards <br />The purpose of these standards is to protect valuable trees and stands of vegetation <br /> while not interfering with landowners’ reasonable use and development of property. <br />The goal is to minimize unnecessary loss of habitat, biodiversity, forest resources, and to <br />replace removed trees in areas where tree cover is most critical. <br />11 <br /> <br />
