<br />Level of Service <br />Level of Service (LOS) is used to describe the operating conditions of an intersection. <br /> Facilities are given letter designations from “A” (best operating conditions) to “F” (worst <br />conditions). <br /> City Code Section 1001.013(2)(c), Premature Subdivision of the City’s Subdivision <br />Ordinance establishes minimum Level Of Service (LOS) requirements. The ordinance <br />states that if the LOS is A or B, the proposed subdivision shall not the degrade the LOS <br />more than one grade. If the LOS is C or D, it shall not degrade the LOS. Peak <br />Cedar StreetA/BA/BA/BA/B <br />East AccessNANAA/BA/B <br />Red Oak LaneA/BA/CA/CA/C <br />Birch StreetA/CA/CA/CA/C <br />The proposed Levels of Service do not degrade by more than one (1) LOS; therefore, the <br />subdivision is not considered premature. <br />CSAH 54 Corridor Study <br />Per the May 17, 2024 CSAH 54 Corridor Study prepared by Anoka County, future CSAH <br />54 road improvements include recommendations for roundabouts at Cedar Street and <br />Birch Street. The study also identified potential future partial access right in/right out <br />between Cedar Street and Red Oak Lane. The proposed development is consistent with <br />the study. <br />Per Anoka County Highway Department memo dated February 3, 2026, the plat will <br />introduce one new access point (one access in a temporary roadway easement) onto <br />CSAH 54. This is acceptable as this right-in /right-out access is to be removed once a <br />connection to Cedar Street can be made and a roundabout constructed at that location. <br />Our preferred location for the access point is roughly centered between Cedar Street <br />and Red Oak Lane, which is where this access is shown. A SB CSAH 54 right turn lane will <br />be required to be constructed for the proposed right-in / right-out access. <br />Noise Study <br />10 <br /> <br />
