The private drive will be constructed in compliance with the City of <br />Lino Lakes General Specifications and Standard Details. <br />th <br />A public ROW easement will be provided for the east-west street that connects to 20 Ave. S. <br />Sidewalks are proposed along one side of all public streets within the Preliminary Plat, with the <br />exception of the interior private drive serving two (2) of the townhome buildings. The proposed <br />sidewalk system will provide pedestrian connectivity to the Nadeau Acres neighborhood to the <br />south via the extension of Heritage Avenue. <br />Below is a summary of the proposed roadway widths and linear footage: <br />Linear Footage: <br />Total Road Linear Length – Approximately 2,595 L.F <br /> PublicStreets – Approximately1,910 L.F <br /> Private Drives– Approximately 685 L.F <br /> <br />Proposed Right-of-Way (ROW): <br />Internal ROW – 60’ feet <br />Private Road – 24’ feet back-to-back <br />Cul-de-sac ROW – 60’-foot min. radius <br /> <br />TRAFFIC STUDY: <br /> <br />A traffic study was completed by Matt Pacyna, PE, of Transportation Collaborative & Consultants, <br />LLC on January 5, 2025. The purpose of the study was to evaluate existing traffic conditions within <br />the study area, analyze anticipated traffic impacts associated with the proposed development, and <br />determine whether roadway or operational improvements would be necessary to maintain safe and <br />efficient traffic operations. <br /> <br />The study concludes that all analyzed intersections and roadway approaches are expected to <br />operate at acceptable Levels of Service during peak-hour conditions with the proposed <br />development in place. The proposed development and access locations are consistent with the <br />recommendations of the recently completed CSAH 54 Corridor Study. <br /> <br />The traffic study was prepared in accordance with the requirements of the Lino Lakes City Code <br />and was coordinated with Anoka County. <br /> <br />TRAFFIC NOISE ASSESSMENT: <br /> <br />A Traffic Noise Assessment was prepared by David Braslau Associates on January 6, 2026, to <br />evaluate potential traffic noise impacts from CSAH 54 on the proposed Harvest Grange residential <br />development. The purpose of the assessment was to determine whether the project complies with <br />the Minnesota State Noise Standards or whether mitigation measures are necessary under <br />Minnesota State Rules to achieve compliance. <br /> <br /> <br />
