<br />The Land Use Application is for the following: <br />Conditional Use Permit <br />o Auto repair-major and minor for fast oil change facility <br />Site & Building Plan Review <br />This staff report is based on the following submittals: <br />Site Development Plan prepared by CESO dated January 12, 2026 <br />Color Building Elevations dated January 12, 2026 <br />ANALYSIS <br />History <br />The site is legally described as Lot 3, Block 1, Clearwater Commons. In June 2025, the City <br />approved the preliminary plat for this 3 lot commercial subdivision. The final plat was approved <br />in September 2025. Site grading, utilities, stormwater management, private street, traffic study, <br />wetlands, AUAR, etc. were reviewed for all 3 lots. Site and building plan review for Chipotle <br />was also completed for Lot 1 in conjunction with the preliminary plat. <br />This land use application is for conditional use permit and site & building plan review <br />specifically for Lot 3 and the proposed Valvoline facility. <br />Existing Site Conditions <br />The lot is 0.64 acres and is an existing agricultural, relatively flat property. <br />Zoning and Land Use <br /> The site is zoned GB, General Business and is guided commercial per the City’s 2040 <br />Comprehensive Plan.
