STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />AGENDA ITEM 6B <br />Michael Grochala <br />December 12, 2005 <br />Consideration of Resolution No. 05 -196 <br />Approving Memorandum of Understanding with <br />Anoka County for the Reconstruction of CSAH <br />14 — I35W to 135E. <br />ACTION REQUIRED: Simple Majority <br />BACKGROUND <br />Anoka County has completed the preliminary plans for the improvement of County State <br />Aid Highway 14 (Main Street) from I -35W to I -35E and is beginning the final design <br />process. <br />Anoka County is requesting City approval of a Memorandum of Understanding (MOU). <br />The purpose of the MOU is to reach general agreement between the parties regarding <br />the project parameters. A copy of the MOU is attached for your review. <br />General. <br />The intent of the agreement is to establish a baseline of parameters prior to completing <br />the project final design. The MOU establishes the project scope, anticipated <br />improvements and responsibilities of the local jurisdictions (Anoka County, City of <br />Centerville, and Lino Lakes). Upon approval of the MOU, any substantial departures <br />from the accepted preliminary plan may necessitate changes in funding participation. <br />Intersection. <br />Improvements to the intersections of Woodland Drive and 21st Avenue are proposed <br />with the project. Woodland Avenue will retain full access. Both right and left turn lanes <br />are proposed at this intersection. <br />The 21St Avenue intersection straddles the corporate limits of Lino Lakes and <br />Centerville. The intersection is located approximately 750 feet from the existing I -35E <br />ramps. The design of the intersection is impacted by the future improvement of the <br />CSAH 14/1 -35E interchange as well as future traffic projections. The conceptual <br />interchange layout, prepared by the Minnesota Department of Transportation (Mn /DOT), <br />includes a loop in the northwest quadrant of the interchange which places the existing <br />southbound I -35E off ramp approximately 500 feet from the 21st Avenue intersection. <br />Because of the limited intersection spacing and projected traffic volumes it is unlikely <br />
