City Council <br />MOU Anoka County <br />December 12, 2005 <br />that a full access at 21st Avenue can be maintained without greatly impacting future <br />traffic operations. <br />Anoka County originally proposed a median across the 21St Avenue intersection which <br />would limit access on both sides of CSAH 14 to right -in, right out movements. Due to <br />concern from adjacent businesses the County is now proposing a 3/4 intersection that <br />would allow right -in, right -out and left -in turning movements. <br />Additionally, Anoka County has refined the conceptual interchange layout to include <br />direct access to parcels south of main street from a new local street opposite the I -35E <br />off - ramps. This will be achieved with the future reconstruction of the I -35E Interchange. <br />From staffs perspective, the issue over the intersection spacing is valid. Given the <br />potential for development north and south of CSAH 14, a full access at 21St Avenue, <br />could lead to operational problems along CSAH 14 in the future. The proposed 3/4 <br />intersection provides for the majority of turning movements and coupled with a "backage <br />road" between 20th Avenue and 21st Avenue would resolve many of the impacts to <br />existing businesses. The revised interchange plan addresses these issues. <br />Right -of -Way. <br />Anoka County will be responsible for acquiring all right -of -way and easements for the <br />project. The City is only responsible for acquisition relating to improvements outside of <br />the existing project limits. The City may need to acquire utility easements along 21st <br />Avenue, north of Main Street for water and sanitary sewer trunk mains. Any special <br />assessment searches required for the project will be performed at no cost to the county. <br />Bituminous Trail. <br />A bituminous trail is included as part of the project from I -35W to 1 -35E. The trail is <br />eligible for federal funds and all matching funds will be contributed by the City for those <br />portions within Lino Lakes. Funding for the City's portion of the trail will come from our <br />Municipal State Aid Street account. Anoka County has agreed to apply for funds <br />throught the Metro Parks Trail Program for possible partial reimbursement to the City <br />after construction. <br />Traffic Control. <br />CSAH 14 will be closed within the regional park and traffic detoured during construction <br />of the Rice Creek Bridge and areas requiring soil corrections. The closure will be <br />limited to the time necessary to make these improvements. <br />Driveways. <br />All existing driveways throughout the project area will be replaced in kind. Any <br />upgrades will be the responsibility of the City. (No upgrades are anticipated). <br />
