City Council <br />MOU Anoka County <br />December 12, 2005 <br />Landscaping /Streetscaping. <br />Any landscaping or streetscaping features must be designed in accordance with the <br />Anoka County Landscape /Streetscape guidelines. All design and construction costs will <br />be the responsibility of the City. Staff is not proposing any landscaping or streetscaping <br />design with this project. <br />Utilities. <br />The City is responsible for the cost and design of any proposed utility improvements. <br />Trunk sanitary sewer and water main currently exist under CSAH 14 at 21st Avenue. <br />The City will need to extend these northerly to a point outside the proposed <br />improvements. <br />Permits. <br />The County is responsible for all permits necessary for the project. The city will be <br />responsible for permits outside the project scope i.e., utility extensions. <br />RECOMMENDATION <br />Overall the MOU is consistent with anticipated impacts of the project. The only <br />significant issue is the design of the 21St Avenue intersection. CSAH 14 is a major east - <br />west corridor through Anoka County. Insuring an adequate transportation system <br />through the I -35E corridor is critical to promoting new economic development <br />opportunities as well as maintaining existing ones. <br />The City has previously taken the lead in planning a transportation system that will <br />provide long term benefits. In 1998 the City worked with Anoka County to realign Otter <br />Lake Road and limit access to Main Street to avoid the problems now being <br />experienced at the 21st Avenue intersection. <br />The proposed I -35E Interchange layout adequately addresses future access to the <br />properties lying south of Main Street. The City's estimated share of the $14.7 million <br />project is $418,389. <br />Staff is recommending approval of the Memorandum of Understanding with Anoka <br />County. <br />ATTACHMENTS <br />1.
