No. 2062, as introduced - 84th Legislative Session (2005 -2006) Posted on Mar 31, 2005 <br />1.1 A bill for an act <br />1.2 relating to stadiums; providing for the financing of a <br />1.3 football stadium in Anoka County; creating a stadium <br />1.4 authority; authorizing the county to levy and collect <br />1.5 certain taxes; authorizing the sale of bonds; <br />1.6 appropriating money; amending Minnesota Statutes 2004, <br />1.7 section 297A.71, by adding a subdivision; proposing <br />1.8 coding for new law as Minnesota Statutes, chapter 473J. <br />1.9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: <br />1.10 Section 1. Minnesota Statutes 2004, section 297A.71, is <br />1.11 amended by adding a subdivision to read: <br />1.12 Subd. 33. [STADIUM CONSTRUCTION MATERIALS AND EQUIPMENT <br />1.13 EXEMPT.] Materials and supplies used or consumed in, and <br />1.14 equipment incorporated into the construction of a National <br />1.15 Football League stadium constructed under chapter 473J are <br />1.16 exempt. The exemption under this subdivision terminates one <br />1.17 year after the first National Football League game is played in <br />1.18 the stadium. <br />1.19 Sec. 2. [473J.01] [PURPOSE.] <br />1.20 The legislature finds that construction of a new National <br />1.21 Football League stadium in the city of Blaine, county of Anoka, <br />1.22 serves a public purpose. The legislature finds that the public <br />1.23 purpose served includes retaining the Minnesota Vikings as a <br />1.24 part of Minnesota's public amenities for its citizens and as a <br />1.25 major attraction to visitors to the state, adding to the <br />1.26 economic development of the state, Anoka County, and surrounding <br />1.27 communities, attracting revenue from out of the state, and <br />2.1 preserving the contributions of football to the culture of <br />2.2 Minnesota and to the enjoyment of its citizens. Further, the <br />2.3 legislature finds that a National Football League stadium may be <br />2.4 financed as a public - private partnership between the state, <br />2.5 Anoka County, the Minnesota Vikings, and other supporting <br />2.6 interests that may contribute to the construction of a football <br />2.7 stadium and related facilities. The legislature further finds <br />2.8 that a new stadium should be coordinated with transportation and <br />2.9 transit plans and activities. <br />2.10 Sec. 3. [473J.02] [DEFINITIONS.] <br />2.11 Subdivision 1. [TERMS.] For the purposes of this chapter, <br />2.12 the terms defined in this section have the meanings given them <br />2.13 in this section, except as otherwise expressly provided or <br />2.14 indicated by the context. <br />2.15 Subd. 2. [AUTHORITY.] "Authority" means the Anoka <br />2.16 County- Blaine Stadium Authority. <br />2.17 Subd. 3. [SPORTS FACILITIES.] "Sports facilities" means <br />2.18 the stadium, adjoining structures related to the operation of <br />2.19 the stadium, practice facilities, and other supporting <br />2.20 infrastructure, including parking. <br />2.21 Subd. 4.
