[473J.03] [LOCATION.] <br />2.27 The new National Football League stadium shall be located <br />2.28 in the city of Blaine, Anoka County, Minnesota. <br />2.29 Sec. 5. [473J.04] [ANOKA COUNTY - BLAINE STADIUM AUTHORITY; <br />2.30 MEMBERSHIP; ADMINISTRATION.] <br />2.31 Subdivision 1. [GENERAL.] The Anoka County - Blaine Stadium <br />2.32 Authority is established and shall be organized and administered <br />2.33 as provided in this section. The authority shall have those <br />2.34 powers authorized by section 473J.05. <br />2.35 Subd. 2. [MEMBERSHIP.] The authority shall have seven <br />2.36 members, three of whom shall be appointed by the Anoka County <br />3.1 Board of Commissioners and three of whom shall be appointed by <br />3.2 the Blaine city council. The seventh member shall be a chair <br />3.3 appointed as provided in subdivision 3. <br />3.4 Subd. 3. [CHAIR.] The chair shall be appointed by the <br />3.5 governor as the seventh voting member and shall meet all the <br />3.6 qualifications of a member. The chair shall preside at all <br />3.7 meetings of the authority, if present, and shall perform all <br />3.8 other duties and functions assigned by the authority or by law. <br />3.9 The authority may appoint from among its members a vice -chair to <br />3.10 act for the chair during temporary absence or disability. <br />3.11 Subd. 4. [QUALIFICATIONS.] A member shall not, during a <br />3.12 term of office, hold any judicial office or office of state <br />3.13 government. Each member shall qualify by taking and subscribing <br />3.14 the oath of office prescribed by the Minnesota Constitution, <br />3.15 article V, section 6. <br />3.16 Subd. 5. [TERMS.] The initial terms of three members shall <br />3.17 end the first Monday of January 2010. Two of these members must <br />3.18 be appointed by the Anoka County Board, and one by the Blaine <br />3.19 city council. The terms of the other members and the chair <br />3.20 shall end the first Monday in January 2012. Subsequent terms of <br />3.21 each member and chair shall be four years. The term shall <br />3.22 continue until a successor is appointed and qualified. Members <br />3.23 may be removed only for cause. <br />3.24 Subd. 6. [VACANCIES.] Vacancies shall be filled by the <br />3.25 appropriate appointing authority in the same manner in which the <br />3.26 original appointment was made. <br />3.27 Subd. 7. [COMPENSATION.] Each authority member shall be <br />3.28 paid $50 for each day when the member attends one or more <br />3.29 meetings or provides other services, as authorized by the <br />3.30 authority, and shall be reimbursed for all actual and necessary <br />3.31 expenses incurred in the performance of duties. The chair of <br />3.32 the authority shall receive, unless otherwise provided by other <br />3.33 law, a salary in an amount fixed by the members of the authority <br />3.34 and shall be reimbursed for reasonable expenses to the same <br />3.35 extent as a member. The annual budget shall provide as a <br />3.36 separate account anticipated expenditures for per diem, travel, <br />4.1 and associated expenses for the chair and members, and <br />4.2 compensation or reimbursement shall be made to the chair and <br />4.3 members only when budgeted. <br />4.4 Subd. 8. [REGULAR AND SPECIAL MEETINGS.] The authority <br />4.5 shall meet regularly at least once each month, at a time and <br />4.6 place as the authority shall by resolution designate. Special <br />4.7 meetings may be held at any time upon the call of the chair or a <br />4.8 majority of the members, upon written notice to each member at <br />4.9 least three days prior to the meeting, or upon other notice that <br />4.10 the authority provides by resolution. Unless otherwise <br />4.11 provided, any action of the authority may be taken by <br />4.12 affirmative vote of a majority of the members.
