January 12, 2011 <br />Michael Grochala <br />City of Lino Lakes <br />600 Town Center Pkwy <br />Lino Lakes, MN 55014 <br />RE: Local Surface Water Management Plan Scope of Work and Contract <br />Dear Mr. Grochala: <br />E,01 <br />W a t e r <br />community <br />Attached you will find a contract and scope of work from Emmons & Olivier Resources, Inc. (EOR) for <br />completion of the Lino Lakes Local Surface Water Management Plan ( LSWMP) update. <br />As you know, your current LSWMP is due for an update. Fortunately the City has been active in recent years with <br />the Comprehensive Plan as well as several water resource -based planning efforts. Those previous planning efforts <br />provide considerable background information required for the LSWMP. <br />Emmons & Olivier Resources staff has been directly involved with several of the planning efforts coordinated <br />between RCWD and the City. Specifically, we were primary authors of the Resource Management Plan, several <br />Total Maximum Daily Load studies and most recently the Special Area Management Plan (SAMP). <br />To our knowledge there is no other municipality in Minnesota that has a similar level of planning to carry forward <br />into a LSWMP update. The available resource planning, modeling and public input to date provides a very strong <br />backbone to a LSWMP that will help the City prioritize and fund projects under their purview and establish <br />effective partnerships with other governing water management organizations including RCWD and Vadnais Lake <br />Area Watershed Management Organization. By partnering with these organizations, the City will be able to <br />leverage additional dollars to fund needed capital improvement projects and implement programs. <br />Because of our experience with the City of Lino Lakes, we are uniquely positioned to prepare a very high quality <br />LSWMP, very efficiently. We have an excellent track record working with City staff on planning projects and <br />therefore have developed a work plan that utilizes existing City staff for several project tasks.
