• <br />City of Lino Lakes — Surface Water Management Plan <br />1/10/11 <br />Cost Assumptions: <br />• 30 EOR staff hours <br />• $3,990 <br />Task 5.2 — Formal Plan Submittal <br />Description: <br />Per Minnesota Statutes 103B.235 Local Water Management Plans, Lino Lakes shall <br />submit its water management plan to the watershed management organizations (RCWD + <br />Vadnais Lake Watershed Management Organization) for review for consistency with the <br />watershed management plans. The watershed management organizations have 60 days to <br />review and comment on the plan. <br />If the county or counties having territory within the local unit have a state - approved and <br />locally adopted groundwater plan, the local unit shall submit its plan to the county or <br />counties for review of consistency with the County Groundwater Plan. The county or <br />counties have 45 days to review and comment on the plan. Anoka County, though not <br />participating in the official metropolitan groundwater planning process, has prepared a <br />"groundwater protection assessment ". The county public health department coordinates <br />the county groundwater planning and management activities. In this case it is not <br />required to submit the plan to the County but the draft Plan could be submitted to the <br />Public Health Department as a courtesy. <br />Concurrently, the local unit of government shall submit its water management plan to the <br />Metropolitan Council for review and comment by the council. The council shall have 45 <br />days to review and comment on the plan. <br />Given this language it is recommended that the City of Lino Lakes submit a draft plan to <br />the Rice Creek Watershed District (RCWD), the Vadnais Lake Area Watershed <br />Management Organization (VLAWMO), Anoka County and the Metropolitan Council <br />for review and comment. A courtesy copy will be sent to the City of Centerville. <br />Deliverables: <br />• EOR will send one hard copy and one electronic copy (total of five copies) of the <br />draft plan to each of the organizations mentioned above with a cover letter requesting <br />that comments be received by the 45 -day and 60 -day review periods. <br />Cost Assumptions: <br />• 10 EOR staff hours <br />• $1,008 with printing expenses <br />Task 5.3 — Response to Comments <br />Description: <br />All comments received from the review organizations will be routed through one point of <br />contact at the City that can make decisions about which comments to address and provide <br />guidance to EOR in the case of conflicting comments. <br />Deliverables: <br />• A revised Local Surface Water Management Plan that is ready to approval by the <br />Lino Lakes City Council. <br />Emmons & Olivier Resources, Inc. <br />water 1 ecology 1 community <br />10 <br />—101— <br />
