Motion carried on a unanimous voice vote. 183 184 ii) Resolution No. 11 -03, Authorizing preparation of plans and specifications for the 2011 185 Overlay Project — City Engineer Studenski reviewed the overlay process and the streets 186 recommended for this year's program. 187 188 Council Member Roeser moved to approve Resolution No. 11 -03 as presented. Council Member 189 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. 190 191 6G) Resolution No. 11 -05, Approving Professional Services Contract with EOR, Inc. for the 192 2011 Local Water Management Plan - This item had been deleted from the agenda. 193 194 611) Traffic Signal Improvement Projects: 195 i) Resolution No. 11 -06, Authorizing preparation of plans and specifications for the 196 Main St/Lake Dr Intersection Improvement Project; 197 ii) Resolution No. 11 -07, authorizing preparation of plans and specifications for the 198 Birch St/Ware Rd Intersection Improvement Project; 199 Community Development Director Grochala explained that these two projects were approved on a 200 ballot question in 2010. They are now included in the County's plans for construction in 2012. It is 201 appropriate to authorize the preparation of plans and specifications for both projects at this time in 202 expectation of a spring 2012 bid letting. A council member recalled that a resident came to the 203 council and asked that the signals at these intersections be made bicycle- friendly; Mr. Grochala 204 responded that staff is in the process of investigating how the best bicycle technology can be 205 accommodated in these projects. 206 207 Council Member Gallup moved to approve Resolution 11 -06 as presented. Council Member Rafferty 208 seconded the motion. Motion carried on a unanimous voice vote. 209 210 Council Member Roeser moved to approve Resolution No. 11 -07 as presented. Council Member 211 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. 212 213 6E) Public Hearing and First Reading of Ordinance No. 06 -11 Vacation of an Easement for 214 Drainage and Utility Purposes over all of Lot 5, Block 2, Century Farm North 4th Addition, 215 Anoka County, Minnesota — City Planner Smyser explained that the public hearing on this matter 216 was continued to this evening. However the project is not ready to proceed. Staff is recommending 217 that the council continue the public hearing. 218 219 Council Member Rafferty moved to continue the public hearing.
