Motion carried on a unanimous voice vote. <br />140 6C) Second Reading and Passage of Ordinance Number 04 -11, Amending the zoning <br />141 ordinance requirements regarding Home Occupations — City Planner Smyser explained that the <br />142 proposed ordinance would amend the city's home occupation regulations. The city council recently <br />143 discussed those regulations and requested that staff review them as they apply to sale of goods not <br />144 made on site. <br />145 <br />146 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member <br />147 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />148 <br />149 Council Member Rafferty moved to approve second reading and passage of Ordinance No. 04 -11 as <br />150 presented. Council Member Gallup seconded the motion. Motion carried: Yeas; 5; Nays none. <br />151 <br />152 6D) Second Reading and Passage of Ordinance No. 05 -11 Amending Section 507 of City Code <br />153 Regarding Solid Waste Collection Times — Environmental Coordinator Asleson reported that the <br />154 City has received complaints about early solid waste pick up activities in residential areas and is <br />155 presenting an ordinance that would change the city's regulations to allow no solid waste activity in <br />156 residential areas before 7:00 a.m. (previously 6:00 a.m.). The commercial /industrial areas could be <br />157 serviced as early as 6:00 a.m. A council member confirmed that the solid waste haulers have been • <br />158 consulted on this change and do not have major concerns. <br />159 <br />160 Council Member Rafferty moved to dispense with full reading of the ordinance. Motion carried on a unanimous voice vote. <br />162 <br />163 Council Member Rafferty moved to approve second reading and passage of Ordinance No. 05 -11 as <br />164 presented. Council Member Gallup seconded the motion. Motion carried: Yeas; 5; Nays none. <br />165 <br />166 6E) Resolution No. 11 -01, Approving final payment and change order for 2010 Overlay Project <br />167 - City Engineer Studenski explained that the 2010 Overlay project has been completed by the <br />168 contractor, Rum River Contracting Company. There is a change order being requested; with that <br />169 change, the project would come in very close their bid and under the original estimate. The project is <br />170 done to staff's satisfaction and he is recommending that the council approve the change order and <br />171 final payment on the project. <br />172 <br />173 Council Member O'Donnell moved to approve Resolution No. 11 -01 as presented. Motion carried on a unanimous voice vote. <br />175 <br />176 6F) 2011 Street Maintenance Project: i) Resolution No. 11 -02, Authorize preparations of plans <br />177 and specifications for the 2011 Sealcoat Project — City Engineer Studenski reviewed the basis for <br />178 the sealcoating project (the city's Pavement Management Plan) and then explained how streets are <br />179 chosen for the process. • <br />4 <br />
