COUNCIL MINUTES March 28, 2011 <br />DRAFT <br />46 <br />47 FINANCE DEPARTMENT REPORT, AL ROLEK <br />48 <br />49 There was no report from the Finance Department. <br />50 <br />51 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />52 <br />53 3A) Employment offer to John Swenson for Public Safety Director position — Administrator <br />54 Karlson reported that, after a lengthy recruitment and interview process, the council has elected to <br />55 appoint John Swenson, currently a captain with the White Bear Lake Police Department, to the Public <br />56 Safety Director position. <br />57 <br />58 Council Member Roeser moved to approve the offer of employment as presented. Council Member <br />59 Rafferty seconded the motion. Motion carried on a voice vote; Council Member Gallup absent. <br />60 <br />61 PUBLIC SAFETY DEPARTMENT REPORT, KENT STREGE <br />62 <br />63 4A) Resolution No. 11 -36, Approving the Centennial School District Contract for a Youth <br />64 Resource Officer — Police Chief Strege noted that the proposed contract for the current school year <br />65 continues the services of a Lino Lakes Police Department officer for school services. <br />66 <br />67 Council Member O'Donnell moved to approve Resolution No. 11 -36 as presented. Council Member <br />68 Roeser seconded the motion. Motion carried on a voice vote; Council Member Gallup absent. <br />69 <br />70 4B) Resolution No. 11 -39, Supporting an Anoka County Joint Public Safety Data System and <br />71 Associated Bonding — Police Chief Strege noted that the resolution supports a project and state <br />72 bonding for the costs of a the public safety data system that the council heard about at their work <br />73 session. The system will provide for a collaboration of records throughout Anoka County public <br />74 safety providers, including police, fire, dispatch, jail, attorney and emergency management. <br />75 <br />76 Anoka County Attorney Tony Polumbo, Chair of the county's Joint Law Enforcement Council, <br />77 addressed the council. He explained the role of the joint council and their goal of seeing collaboration <br />78 of public safety services. The joint council is requesting the city's support of the data system and the <br />79 proposed funding through Anoka County bonding. The system is very much needed and will help to <br />80 improve services through efficiency. <br />81 <br />82 The Mayor noted that Anoka County is the only county in Minnesota with this type of joint council <br />83 and the proposed system would serve well the many arms of law enforcement within the county. <br />84 <br />85 Council Member Roeser moved to approve Resolution No. 11 -39 as presented. Council Member <br />86 O'Donnell seconded the motion.
