WS — Item 1 <br />WORK SESSION STAFF REPORT <br />Work Session Item 1 <br />Date: Council Work Session, May 2, 2011 <br />To: City Council <br />From: Michael Grochala <br />Re: Storm Water Management Overview <br />Background <br />The Rice Creek Watershed District adopted its 2010 Watershed Management Plan (WMP) on <br />June 9, 2010. In accordance with state law, the city must adopt a Local Surface Water <br />Management Plan within two years of the board's approval. Accordingly the city's plan is <br />required to be completed by June 9, 2012. <br />In January of 2011 staff brought forward a consultant proposal to prepare the plan. Due to the <br />proposed cost of the plan update the council took no action on the proposal. The council directed <br />staff to prepare an overview of the surface water management requirements and programs that <br />currently effect the city. <br />The following overview provides a summary of major programs which effect the city and was <br />excerpted from the Rice Creek Watershed District Watershed Management Plan: <br />Impaired Waters Program. <br />Section 303(d) of the Clean Water Act requires states to identify waters that do not meet <br />applicable water quality standards based on their designated use. Waters that do not meet these <br />requirements are designated as "Impaired ". Impaired waters are subject to the completion of a <br />Total Maximum Daily Load (TMDL) analysis. In general, this analysis identifies the pollutant <br />load reduction that is necessary to restore impaired water bodies to their full beneficial uses. <br />There are several streams and lakes within Lino Lakes that have been designated as impaired. <br />The watershed district and the Minnesota Pollution Control Agency (MPCA) have taken the lead <br />on the TMDL analysis. Once a TMDL plan is approved, the city will be required to comply with <br />load reductions. This will be accomplished through compliance with the city's Storm Water <br />Management Ordinance (recently adopted), illicit discharge requirements, and other permit <br />requirements.
