The program addresses point source discharges including <br />stormwater from various sources. The program is implemented by the MPCA. Phase II of the <br />NPDES program was initiated in 2003. Permittees, including the City, are required to complete <br />a Storm Water Pollution Prevention Program (SWPPP). The SWPPP identifies what Best <br />Management Practices (BMP's) are to be implemented in order to minimize runoff impacts to <br />receiving waters.
