<br />History <br />The original 21 acre Lyngblomsten site PUD Development Stage Plan (now called PUD <br />Preliminary Plan) was approved in April 2019 with Resolution No. 19-42. It included townhomes <br />on the north end, senior campus centrally located, and commercial development on the south <br />end. The commercial development generally consisted of a restaurant, retail building, and <br />possible fast-food restaurant. <br />In January 2026, City Council approved PUD Amendment #3 changing the 2-story skilled nursing <br />care center to a 3-story skilled nursing care center with 61 units. This project is temporarily on <br />hold. <br />In February 2026, EDAC and the Planning & Zoning Board had a very high-level discussions <br />regarding the proposed PUD Amendment #4 mixed use building. There was general support for <br />the project. <br />Proposed PUD Preliminary Plan Amendment #4 <br />PUD Amendment #4 proposes to change the 3-story restaurant and commercial development <br />component to a 4-story mixed use building. The first floor would be commercial uses, and the <br />other three floors would be 59 market-rate independent living units for residents age 55 and <br /> older. See attached Applicant’s Narrative for project details. <br />The mixed use building and site will include: <br />Surface parking lot <br />o 138 surface parking spaces <br />Underground parking <br />o 70 parking spaces <br />st <br />1 floor commercial <br />o 5 retail bays <br />o Restaurant <br />o Daycare <br />o Resident amenity center <br />fitness center, pickleball court, community room, and additional <br />gathering or wellness-oriented spaces that contribute to campus <br />life and resident engagement <br />th <br />2-4 floor residential <br />o 59 market-rate independent living units for residents age 55 and older <br />15 one-bedroom <br />21 one-bedroom + den <br />18 two-bedroom <br />5 two-bedroom + den <br />3 <br /> <br />
