• <br />• <br />• <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Jeff Karlson, City Administrator <br />MEETING DATE: July 11, 2011 <br />TOPIC: Position Reclassification <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />On June 6, I reported to the City Council that the organizational assessment was completed and <br />that I would be coming to you with recommendations for restructuring City personnel. I <br />proposed moving forward with the organizational changes in three phases. As part of the first <br />phase, I am requesting that you approve the reclassification of two Secretary B positions. <br />DISCUSSION <br />The organizational assessment included a review of job descriptions with each employee and <br />his or her supervisor. Administration Director Dan Tesch contacted Springsted, Inc. to perform <br />a job analysis for several positions. Based on the review conducted by Springsted, staff is <br />proposing that the following position be reclassified, which is included in the AFSCME <br />collective bargaining agreement. <br />• Secretary B to Office Technician I. One full -time and one part-time employee are <br />currently classified as a Secretary B. There would be no change in compensation. The <br />objective is to cross -train the office technicians (front counter staff) so they can perform <br />all the essential functions needed to support the Parks & Recreation, Community <br />Development, and Administration departments. This is essential as we are planning to <br />consolidate the front counter staff at the Community Development service counter and <br />to close the service counter on the north end of city hall. The counter on the south end <br />(Parks & Recreation) would only remain open during the prime sports registration <br />periods. <br />On July 5, Dan Tesch and I met with each employee affected by the job reclassification. The <br />AFSCME business agent and union stewards also attended the meeting. <br />REQUESTED COUNCIL ACTION <br />Approve reclassification of Secretary B position to Office Technician I. <br />P32 <br />
