• <br />• <br />• <br />Oppidan Concept Plan <br />page 9 <br />PLANNING & ZONING BOARD <br />The P & Z discussed the concept plan on July 13. <br />Comments From the Public: Several members of the public addressed the P & Z Board at <br />the meeting and expressed concerns about compatibility with existing neighborhoods and <br />potential impacts, including: <br />o Noise <br />o Traffic, onsite and around the site, cut - through traffic in neighborhood <br />o Amending the 49/J Master Planning Study <br />o Views of the development from first and second floors of homes <br />o A large vacant building if market viability of a grocery store is miscalculated <br />o Mechanical equipment (heating, air conditioning) <br />Comments From the Board: Members of the P & Z Board expressed the importance of <br />the following: <br />o Consistency or inconsistency with the overall vision and the actual requirements of <br />the 49/J Master Planning Study, and whether or not amending those requirements is <br />desirable. Specific items included: <br />- urban form <br />- access points and impact on future development east of Hodgson Rd. <br />- gateway into the city <br />- large parking lot fronting Hodgson <br />- pedestrian circulation to and through the site. <br />o Potential for facilitating or impeding development on abutting sites and the <br />circulation among them all. <br />o Delivery times and impacts on neighbors from noise of loading, idling, etc., and the <br />number of delivery trips. <br />o Views of the site from neighboring homes. <br />o Screening of mechanical equipment (heating, air conditioning), rooftop or other. <br />ECONOMIC DEVELOPMENT ADVISORY BOARD <br />After discussing the concept plan on July 14, EDAC recommended that the City Council <br />move this project forward based on the following: <br />1. A grocery store is a permitted use on the site. <br />2. The 49/J intersection is a gateway to the city. Costs of municipal services and road <br />improvements have made development/redevelopment of the area prohibitive. <br />3. An anchor tenant on 49/J is needed in order to bring municipal services to the area <br />and improve the 49/J intersection. <br />P35 <br />
