P36 <br />Oppidan Concept Plan <br />page 10 <br />4. An anchor tenant on 49/J is necessary to kick start further <br />development/redevelopment of the 49/J intersection area. <br />5. A grocery store will provide needed tax base and jobs. <br />6. The developer has responded to neighborhood concerns in a reasonable manner. <br />7. EDAC encourages use of the economic development tool (TIF) that is temporarily <br />available to the city to assist with the costs of municipal services and road <br />improvements. This opportunity will no longer be available by July 2012. <br />ENVIRONMENTAL BOARD REVIEW <br />The Environmental Board reviewed the concept plan on July 27. The Board's <br />recommendations are attached. They include: <br />• A more detailed landscape plan is needed, particularly in relationship to the west <br />side berm. Developer should know that the berm will need to be irrigated. A five <br />year maintenance and plant replacement plan should be approved by the city. <br />• Any infiltration practices need to be evaluated in terms of impacts that may occur <br />to adjacent residents <br />• Use soil amendments /tilling to help fulfill the 0.5 inch impervious rainfall event <br />requirements. <br />• Use curbing on the site that is not a barrier to turtles. <br />• Incorporate welcoming, inviting, architecture and landscape elements to create a <br />pleasing (warmth and fuzziness) place to shop. <br />• Incorporate LEED design into the site as much as possible /feasible. <br />• A detailed Lighting Plan is needed. Lights must conform to minimum standards. <br />COMMENTS FROM ADJACENT JURISDICTIONS <br />A letter from the City of Shoreview is attached. The comments can be summarized as: <br />• Sanitary sewer provided by Shoreview to a small number of properties in Lino <br />Lakes but Shoreview will not support serving additional properties. <br />• Improvements to Hodgson Road have not been programmed. <br />• Access onto CR J must be discussed with Anoka and Ramsey Counties as well as <br />Shoreview. <br />• The existing traffic signals at the Hodgson/CR J intersection were not designed to <br />accommodate traffic that the proposed development will generate. <br />• A complete traffic study is needed. <br />• Possible impacts on Shoreview residential areas include building mass differences, <br />traffic generation, and activity /use of dissimilar adjoining land uses. <br />• The redevelopment does, however, provide an opportunity to create a commercial <br />center that serves nearby residential neighborhoods within walking or biking <br />distance. <br />• <br />• <br />
