There being no one present wishing to speak, Council <br />90 Member O'Donnell moved to close the public hearing at 6:41 p.m.; Council Member Roeser <br />91 seconded the motion and the motion carried on a unanimous voice vote. <br />92 <br />93 Council Member Roeser moved to approve Resolution No. 11 -87 as presented. Council Member <br />94 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br />95 <br />96 Mayor Reinert offered thanks to State representatives Chamberlin and Runbeck for sponsoring the <br />97 legislation allowing the district extension and to Anoka County Board Chair Rhonda Sivarajah for her <br />98 assistance as well. <br />99 <br />100 6B, Resolution No. 11 -84, Extension of Time for Submittal of the Planning Unit Development <br />101 Final Plan and Final Plat and Conditional Use Permits, Main Street Village — Planner Smyser <br />102 noted that the project was approved in 2008 but due to economic conditions the development is not <br />103 ready to proceed as is called for under city requirements. The project has been extended previously <br />104 on a six month basis. <br />105 <br />106 Council Member Rafferty moved to approve Resolution No. 11 -84 as presented. Council Member <br />107 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />108 <br />109 The mayor noted that this and the next item are good projects but with the economy stalled, these <br />110 extensions become necessary. <br />111 <br />112 6C, Resolution No. 11 -85, Extension of Time for Submittal of the Planning Unit Development <br />113 Final Plan and Final Plat, The Preserve — Planner Smyser noted that this project was originally <br />114 approved in 2006 and since the project is not yet ready to proceed, the developer is requesting an <br />115 extension of time to proceed. <br />116 <br />117 Council Member Gallup moved to approve Resolution No. 11 -85 as presented. Council Member <br />118 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />119 <br />120 6D, Resolution No. 11 -82, Authorizing Execution of Site Performance Agreement and Storm <br />121 Water Management Agreement for YMCA — Community Development Director Grochala noted <br />122 that the YMCA in Lino Lakes is currently proposing an expansion of their parking area to the north of <br />123 their building. The site plan expansion was administratively approved with conditions requiring these <br />124 two agreements. Staff is recommending approval. <br />125 <br />126 The Mayor noted that the expansion of the YMCA is an indication of the great success that the <br />127 facility is enjoying; the use of the YMCA has exceeded the estimates. <br />128 <br />129 Council Member O'Donnell moved to approve Resolution 11 -82 as presented. Council Member <br />130 Roeser seconded the motion. Motion carried on a voice vote. <br />131 <br />132 6E, Resolution No. 11 -86, Authorizing Execution of Star System License Agreement with Anoka <br />133 County — Community Development Director Grochala reported that the agreement would allow city <br />3 <br />
