primary responsibilities of the Senior Planner can be assumed by the Community <br />Development Director and the Associate Planner. <br />• Director of Administration. This position serves on the City's management team and <br />assists the City Administrator in several areas. Some of the essential job functions <br />include the following: managing personnel files; updating personnel policies; <br />administering job recruitment and selection process; updating position descriptions; <br />administering workers' compensation claims; administering the City's drug testing <br />program; coordinating appointments to advisory board positions, and assisting with labor <br />negotiations. Recently, there has been a modicum of activity in the area of human <br />resources. Because the City is facing tough budget times and being forced to make <br />difficult employment decisions, it is harder to justify an assistant -level position when <br />there are not enough regular duties to perform on a day -to -day basis. With the <br />elimination of the position, the City Administrator would assume nearly all of the human <br />resources functions performed by the Director of Administration. The other duties <br />assigned to this position would be delegated to other employees. <br />The elimination of these two positions will be considered at the September 26, 2011 Council <br />meeting. <br />If deeper cuts were needed in the 2012 budget, it would necessitate having to eliminate a support <br />staff position, which would adversely impact the City's ability to implement a document <br />management software program when the City purchases a document management system from <br />Laserfiche in 2012. <br />In anticipation of staff reductions this year, the City Council adopted a resolution on July 25, <br />2011, which authorized a voluntary Early Retirement Incentive Program for a limited time period <br />in order to avoid position eliminations. An early retirement program was previously offered in <br />2009. The Council established the same eligibility requirements and incentives for this program. <br />These incentives are in addition to the regular benefits granted to a retiring employee in <br />accordance with City policy or union contract. No employees took this option. <br />On September 12, 2011, the City Council accepted a recommendation to adopt a resolution <br />authorizing a severance package of 12 weeks' pay to provide financial assistance to employees <br />whose positions are being abolished. <br />6 <br />
