Phase 3: Future Staff Restructuring <br />• Deputy Clerk. The primary job functions of this position are elections, purchasing, and <br />administrative support. However, the deputy clerk spends little time providing clerical <br />support. The plan is to eliminate the deputy clerk position and create an <br />HR/Administrative Assistant position, whose primary responsibilities would include <br />human resources functions and administrative support to the City Administrator and City <br />Clerk. The supervision of elections would be transferred to the City Clerk. Purchasing <br />would move to the Finance Department. Jean Viger is scheduled to retire December <br />2012, so the transition would occur in 2012. <br />• Accountant III. Along with assisting the Finance Director with the annual audit and <br />budget, this position performs many other functions that typically would be handled by a <br />Human Resources person. This includes coordinating and administering the employee <br />benefit program, wellness program, and new employee orientation. Upon the retirement <br />of Jean Viger, I would like to move purchasing responsibilities to this position. <br />Future Staff Additions <br />• Administrative Assistant. This position would administer the employee benefits <br />program, including health, dental, and life insurance, workers' compensation, wellness <br />program, and FMLA. This position would also provide administrative support to the City <br />Administrator and City Clerk. <br />• Senior Engineering Technician. Staff believes the City could realize a significant <br />savings by hiring a Sr. Engineering Technician. <br />7 <br />
