Council Member O'Donnell abstained. <br />62 <br />63 September 22, 2011 Closed Council Session Minutes Approved <br />64 <br />65 FINANCE DEPARTMENT REPORT, AL ROLEK <br />66 <br />67 There was no report from the Finance Department. <br />68 <br />69 ADMINISTRATION DEPARTMENT REPORT <br />70 <br />71 There was no report from the Administration Department. <br />72 <br />73 PUBLIC SAFETY DEPARTMENT REPORT, JOHN SWENSON <br />74 <br />75 4A, 2nd Reading and adoption of Ordinance No. 19 -11, Amending Chapter 503 of the Lino <br />76 Lakes Code of Ordinances regarding Animal Control — Director of Public Safety Swenson <br />77 explained that this amendment to the City's animal control regulations was approved for first reading <br />78 on September 26, 2011. The changes stem from a recent enforcement action in the city. The <br />79 amendments basically remove the term "potential dangerous" and clarify that either an animal is <br />80 deemed dangerous or not. Also a hearing officer process is established to handle appeals. The <br />81 council will have the authority to designate the hearing officer. <br />82 <br />83 Council Member O'Donnell moved to waive full reading of the ordinance. Council Member Roeser <br />84 seconded the motion. Motion carried on a voice vote. <br />85 <br />86 Council Member O'Donnell moved to approve the second reading and adoption of Ordinance No. 19- <br />87 11 as presented. Council Member Rafferty seconded the motion.
