But here is a hair to split, if you <br />will. The council has taken an oath of office to act as the council and that is good for all their meetings as <br />council. I'm assuming the same <br />would be true with the state canvassing board. But, in the case of a municipality where the Council acts as the <br />canvassing board, they've already taken the oath of office.
