• <br />• <br />DRAFT <br />Approach <br />The ordinance revision process is proposed to be completed within twelve months to coincide <br />with the expiration of the proposed moratorium. The City will begin the update of its <br />development regulations with the Subdivision Ordinance and then progress into the Zoning <br />Ordinance. The attached schedule outlines the review sequence for the development regulations. <br />Ordinance Project Start Up and Organization <br />1. Meeting with City staff, engineering, public works, building and housing inspection staff <br />to identify issues, concerns, conflicts or enforcement problems pertaining to the existing <br />Subdivision Ordinance and Zoning Ordinance. The discussion would expand on the list <br />of issues outlined in this memorandum. <br />2. Formulation of Task Force for ordinance review. The City is establishing a Development <br />Regulations Task Force comprised of members of each City advisory committee and <br />chaired by a Council member. This task force composition will provide an excellent <br />means of communicating progress back to the balance of the City Council and advisory <br />committees. The task force that will guide the ordinance review and direct City staff and <br />consultants on preferred ordinance changes. <br />By -Laws shall be established by the City Council governing the Task Force. <br />Ordinance Task Force Workshop <br />City staff has identified a preferred process for undertaking the review of the ordinances. Six <br />workshop meetings are scheduled over the next six months where the task force will meet to <br />discuss the various components of the subdivision regulations that require modification. <br />Starting with workshop meeting 4, the Task Force shall begin its review of the Lino Lakes <br />Zoning Ordinance. The schedule anticipates project completion by January 2003. <br />The existing schedule and anticipated project discussion items are identified in Exhibit A. This <br />schedule will be fairly rigid to meet the City Council expectations for project completion. <br />Project agendas will allow for flexibility based on discussions and recommendations of the task <br />force. Consultant will provide ordinance handouts at the end of each meeting for discussion at <br />the next meeting. This would allow the task force members a month to evaluate the discussion <br />items. The process also envisions opportunities for the task force to identify issues, ideas, or <br />questions at each meeting that the staff may research and respond to at subsequent meetings. <br />As the task force concludes the review of topics, staff shall complete draft ordinance language <br />for subsequent task reviews and approvals. At the end of the six month review period, a <br />completed draft Subdivision Ordinance shall be presented to the City Council. At the end of <br />year 2002, a completed draft of the Zoning Ordinance shall be presented to the City Council. <br />City of Lino Lakes Page 6 Project Definition — Ordinance Updates <br />
