• <br />• <br />DRAFT <br />Draft Ordinance Review <br />Following the Task Force completion of the draft Subdivision and Zoning Ordinances, City staff <br />shall formally present the ordinance to each of the City's advisory boards for their review and <br />comment. The draft ordinance, along with a summary of comments, shall be presented to the <br />City Council at a Council workshop. The ordinance shall be modified per City Council <br />directive. <br />The second draft ordinances shall proceed to Planning Commission public hearing and <br />subsequent City meetings for adoption. NAC will prepare a final draft of the development <br />regulations consistent with the conditions of approval by the City Council <br />Ordinance Project Schedule <br />Based on the work program outline, the total update of the Lino Lakes Subdivision and Zoning <br />Ordinances is anticipated to take 12 months to complete. Assuming a start up date of January <br />2002, the Subdivision Ordinance completion would occur in July 2002 and Zoning Ordinance <br />completion would be January 2003. <br />Ordinance Project Personnel <br />The City will utilize NAC for ordinance preparation. Alan Brixius, a Principal of NAC, will be <br />the primary staff person assigned to updating the Lino Lakes Subdivision Ordinance. Mr. <br />Brixius has been involved in Lino Lakes' planning since 1992 and most recently was involved in <br />drafting the 2001 Lino Lakes Comprehensive Plan. This provides him with a unique historical <br />perspective for the project. Mr. Brixius will be responsible for ordinance production work and <br />the majority of the public meetings. <br />Bob Kirmis and Daniel Licht will assist Mr. Brixius in the ordinance preparation and will be <br />back -up for meetings. <br />City staff will be coordinating the review process with Michael Grochala and Jeff Smyser as the <br />principle participants. Marty Aselson, Environmental Specialist, Mary Alice Devine, Economic <br />Development Specialist, and John Powell, City Engineer will provide technical assistance <br />throughout the process. <br />Ordinance Project Budget <br />Based on the work program, NAC has estimated that the production costs associated with <br />drafting the Lino Lakes Subdivision Ordinance along with six workshop meetings with the Task <br />Force should not exceed $8,200.00. Production costs associated with updating the Lino Lakes <br />Zoning Ordinance including eight workshop meetings is anticipated not to exceed $21,100.00. <br />Total project budget for both ordinances is $29,300.00 <br />City of Lino Lakes Page 7 Project Definition — Ordinance Updates <br />
