• <br />• <br />DRAFT <br />Introduction <br />The Comprehensive Plan, adopted this summer, lays the foundation for future growth <br />management and land use planning for the City of Lino Lakes. The Comprehensive Plan <br />outlines suggestions for updating both the Zoning and Subdivision Ordinances. The update of <br />these regulations is necessary to implement the stated growth strategies, landuse and <br />environmental policies established in the Comprehensive Plan and to address both processing <br />and performance issues identified in recent development applications. <br />Scope <br />The ordinance update will include a complete rewrite of the City's Subdivision Ordinance and <br />amendment of the City's Zoning Ordinance to incorporate the policy requirements of the <br />Comprehensive Plan. The proposed revisions are more fully described as follows: <br />Subdivision Regulations <br />The Subdivision Ordinance is a technical document with limited application to the subdivision of <br />land. The ordinance establishes the process, design, dedication and information requirements <br />necessary to subdivide property within the City. The subdivision ordinance is the primary tool <br />used to manage the city's growth and insure that development takes place in an orderly fashion. <br />The revision of the subdivision ordinance will include the following: <br />Information Requirements <br />Review of information requirements to determine adequacy of existing submittal requirements. <br />Additional information will include: <br />1. Resource inventory of existing natural conditions (i.e., topography, wetlands, <br />drainageways, floodplains, woodland resources, etc.). <br />2. Soil information pertaining to hydric soils, high water tables, and strategies for soil <br />correction. <br />3. For conservation subdivisions, a yield plan illustrating a standard subdivision and a base <br />lot count. <br />4. Sketch plan information. <br />5. Additional Information. The City will need to review the preliminary plat and final <br />submission information to determine if additional information should be required or if <br />some of the existing information is not needed. <br />Plat Review Process <br />Update review process and schedule.
