• <br />• <br />• <br />If not for this, the minor subdivision would have been denied due to its nonconformance <br />with the City's subdivision regulations. At a minimum the church would have been <br />required to provide an improved city street extension with the appropriate cul -de -sac <br />turnaround. <br />Therefore, staff is of the opinion that the church needs to fulfill this requirement in one of <br />two ways: <br />1. Dedicate the right -of -way for Stage Coach Trail to the northern property line of <br />Parcel B (Exhibit 3) as originally proposed; or <br />2. The Stage Coach Trail right -of -way be dedicated to the city commencing at the <br />north line of the platted Stage Coach Trail right -of -way and extending northerly <br />approximately 160 feet to the center of a cul -de -sac turnaround with a minimum <br />right -of -way radius of 60 feet. That the dedicated right -of -way be improved <br />subject to the requirements of the City Engineer. <br />PLANNING & ZONING BOARD <br />The Planning and Zoning Board discussed the request at its January 9, 2002 regular <br />meeting. The board discussed possible ways to decrease number and total square footage <br />of accessory buildings. It was felt that by both eliminating the 8' X 10' tool shed and <br />decreasing the footprint of the proposed picnic shelter (approximately one foot on each <br />side) the proposed project could be brought into line with the City's Zoning Ordinance. <br />The Planning and Zoning Board voted unanimously to recommended approval, with the <br />following three conditions: <br />1. Elimination of the 8' X 10' tool shed (or attach it to the existing garage) so that there <br />will be no more than two detached accessory buildings on the site once the proposed <br />picnic shelter is constructed. <br />2. Decrease the size of the proposed picnic shelter so as not to exceed the total accessory <br />square footage maximum of 2,020 sq.ft. cited in the City's Zoning Ordinance. <br />3. Dedicate and record the formerly approved dedication of the Stage Coach Trail right - <br />of -way. <br />OPTIONS <br />1. Approval of the Conditional Use Permit Amendment, with conditions. <br />2. Deny the Conditional Use Permit. <br />3. Return to staff with direction. <br />RECOMMENDATION <br />Staff is recommending Option 1 with the following conditions: <br />
