CONSIDERATION OF EASEMENT AGREEMENT FROM THE CITY TO THE SCHUT'S, Rick DeGardner, Public Services Director DeGardner advised City Attorney Hawkins has drafted the proposed Easement Agreement. This agenda item authorizes the Mayor and City Clerk to execute the Easement Agreement as required by th approved Stipulation of Settlement. OPEN MIKE Mayor Bergeson read a proclamation, declaring 1, 2002 as Dr. Martin Luther King, Jr. Day in the City of Lino Lakes. There was no one present for open mike. FINANCE DEPARTMENT RE- OLEK Consideration of Resolution Nt ..02 -02, Authorizing the Issuance of 2002 Certificates of Indebtedness, Al Rolek — Finance rector; Rolek advised the 2002 budget called for the issuance of Certificates of Indebtedness in the arTio%t "y of $140,000 at 6% interest to be used for the purchase of capital equipment as part of the City's equipment replacement program. Finance Director Rolek indicated the Area and Unit Fund has sufficient reserves to issue a loan to finance these purchases. A Special Levy will pay for this certificate in 2003, 2004 and 2005 and the levy proceeds will be credited to the Area and Unit Fund. Finance Director Rolek advised staff recommends that the City Council adopt Resolution No. 02 -02, Authorizing the issuance of the 2002 Certificates of Indebtedness. Councilmember Reinert moved to adopt Resolution No. 02 -02, Authorizing the Issuance of 2002 Certificates of Indebtedness. Councilmember Dahl seconded the motion.
