COUNCIL MINUTES JANUARY 14, 2002 <br />ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />Approve Appointments to City Boards, Dan Tesch — Administration Director Tesch advised there <br />are a number of vacancies to be filled on City Boards due to resignations or expiration of terms of <br />office. Vacancies were advertised, applications accepted and applicants interviewed. In December <br />2001, the City Council reached a consensus to appoint or reappoint the list of individuals included in <br />the staff report to serve on the various boards. The City Council now needs to take formal action to <br />make these appointments official. <br />Administration Director Tesch advised staff recommends that the City Council approve the <br />appointments to City Boards as listed in the staff report. <br />Mayor Bergeson stated outstanding candidates had been considered for the City Board vacancies and <br />the decisions had been difficult to make. <br />Councilmember O'Donnell moved to approve the Appointments to City Boards as listed in the staff <br />report. Councilmember Carlson seconded the motion. <br />Councilmember Carlson agreed that many good applicants had been considered and selecting new <br />Board Members had been difficult. Because of the qualit y 'of the applicants and the fact that the City <br />loses Board Members throughout the year, she novedto amend the motion to approve the <br />Appointments to City Boards to state that if a Board 1VIem er leaves within the next year before new <br />positions are scheduled to be advertised, the next topia plicant for that position fill the vacancy. <br />Councilmember Dahl seconded the motion for'?discussion purposes. <br />Councilmember Carlson noted ti e nviroental =Board had lost two members and went for three to <br />four months without those positions being filled. She stated during the previous round of interviews <br />for Environmental Board positions, the C ty received a very well - qualified applicant who had <br />involvement in international organizations- However, this applicant had not been chosen at that time <br />and one applicant that had been appointed resigned from the Board within one month and moved out <br />of the City. She felt that appointing the next highest qualified candidate to fill this type of vacancy <br />would be an efficient way of appointing well - qualified Board Members. <br />Mayor Bergeson was opposed to this amendment. He felt the long -term vacancies on the <br />Environmental Board were unfortunate. He felt this was a responsibility the City Council should <br />have addressed and they could have filled those vacancies in a timely manner. He stated he would <br />favor advertising for Board vacancies. <br />Mayor Bergeson called for a vote on the proposed amendment to the original motion. <br />Motion failed 2 -3 (Mayor Bergeson and Councilmembers O'Donnell and Reinert opposed.) <br />41) Mayor Bergeson called for a vote on the original motion to approve the Appointments to City Boards <br />as listed in the staff report. <br />
