1 <br />COUNCIL MINUTES JANUARY 14, 2002 <br />Councilmember Reinert stated he had originally been opposed to the moratorium due to concerns <br />about continuing momentum in the City. He noted the City recently approved the Target/Kohl's <br />development and that there has been some damage to the City's reputation in the past. He stated after <br />staff explained the necessity of the moratorium to protect the City and realize the vision of the <br />Comprehensive Plan, he understood and supported the moratorium in order to get the necessary <br />ordinances in place. <br />Councilmember Reinert stated at the last City Council meeting he had voted against the first reading <br />of the Ordinance, not because he opposed the moratorium, but because the process that would be <br />followed by staff was not in place at that time. He stated during the last Council work session a very <br />thoughtful process had been presented and he was confident that staff will keep on schedule. He <br />stated he would now support the moratorium because he was fairly confident the Council not only has <br />a way into the moratorium, but more importantly a way of out the moratorium. <br />Vote on the motion to approve SECOND reading of Ordinance No. 23 -01 as amended by <br />Councilmember Reinert: Councilmember Carlson voted yet: Councilmember O'Donnell voted yea. <br />Councilmember Dahl voted yea. Councilmember Reinert vot d yep Mayor Bergeson voted nay. <br />Motion carried on a vote of four to one. <br />Ordinance No 23 -01 can be found in the City Cler <br />Mayor Bergeson called for a recess at 9:55 <br />eeting was reconvened at 10:04 p.m. <br />Consideration of Resolution 02 Establishing the Development Regulations Task Force <br />(DRTF), Michael Grochala Community Deve1opment Director Grochala advised staff is proposing <br />to establish a Task Force with-2, the :purpose ofreviewing ordinance modifications necessary to <br />implement the Comprehensive P1art prior, to the expiration of the moratorium. The proposed Task <br />Force would be comprised of one CityG�ouncilmember, who would serve as the Chairperson, and two <br />members from each of the following Boards /committees: <br />1. Economic Development Advisory Committee <br />2. Environmental Board <br />3. Planning and Zoning Board <br />Community Development Director Grochala indicated the Park Board, while not represented on the <br />Task Force, would serve as a resource in matters that pertain to park, trail and greenway development. <br />Community Development Director Grochala indicated staff has also created bylaws that would <br />govern the activities of the Task Force and establish the following: <br />1. Name of the Task Force <br />• 2. Purpose and Policy <br />3. Structure and Organization <br />22 <br />
