COUNCIL MINUTES APRIL 22, 2002 <br />• Mr. Hayes stated he will respect the decision the Council makes regarding this issue. However, Mr. <br />Biese thought he was proceeding very prudently and he is very disappointed. <br />Councilmember Carlson noted there was a 5 -0 vote to deny at the Planning and Zoning Board <br />meeting. <br />• <br />• <br />Mr. Hayes stated the applicant never would have paid to proceed with the CUP if he knew the City <br />was so adamant about this type of request. He noted he has had many discussion with the City <br />Planner regarding that issue. <br />Mayor Bergeson asked the makers of the motion if they would like to move forward with the motion <br />to deny the CUP. <br />Councilmember Reinert and Councilmember Carlson indicated they would like to move forward with <br />the original motion. <br />Motion carried unanimously. <br />Resolution No. 02 — 34 can be found in the City Clerk's office. <br />Consider Resolution No. 02 — 36, Approving Plans and Specification and Authorizing <br />Advertisement for Bids for the 2002 Sealcoat Program, Jim Studenski — City Engineer Studenski <br />advised that each year the City maintains its streets by sealcoating. Sealcoating places a thin layer of <br />oil and rock on the street to enhance the surface. Candidate streets include new streets that received <br />the wear course 2 -3 years ago and all other streets are done on a 5 -7 year cycle. This year, <br />approximately 6.5 miles of streets will be sealcoated at an estimated cost of $114,000. The 2002 <br />budget includes $58,800 for sealcoating. It is proposed to fund the difference between the budget <br />amount and the final bid amount from the City's Sealcoat fund. City staff has prepared the plans and <br />specifications for this work and are requesting Council approval to advertise for bids. <br />City Engineer Studenski noted the Council will be asked to award the contract to the lowest <br />responsible bidder on May 28, 2002. <br />Councilmember O'Donnell moved to adopt Resolution No. 02 — 36, as presented. Councilmember <br />Dahl seconded the motion. Motion carried unanimously. <br />Resolution No. 02 — 36 can be found in the City Clerk's office. <br />Consider Resolution No. 02 — 37, Approving Plans and Specifications and Authorizing <br />Advertisement for Bids for the 2002 Wear Course Program, Jim Studenski — City Engineer <br />Studenski advised the City undertakes a paving project each year to place the final layer of <br />bituminous, known as the wearing course, in those developments where the majority of the lots have <br />been built on. The funding for this work is provided by assessments to the respective subdivision. <br />The subdivisions receiving wearing course this year include Clearwater Creek 3rd Addition, Trappers <br />Crossing 3rd Addition, and Pheasant Hills Preserve 11th Addition. <br />8 <br />
