• <br />COUNCIL MINUTES APRIL 22, 2002 <br />Since the zoning ordinance requirements for outdoor storage is clear regarding possible locations of <br />outdoor storage, staff decided to process the CUP application as submitted. <br />City Planner Smyser presented the staff analysis of the application noting that full site and building <br />plans are required for CUP applications. Staff received only sparse information in the submittal. <br />Staff received grading, utility, and landscaping plans on April 3. This did not allow for a complete <br />site plan review for the Planning and Zoning Board meeting. The applicant has not, in fact, applied <br />for a site plan review. <br />However, as a courtesy to the applicant, staff has reviewed the CUP without the site and building <br />plans. It is staff's understanding that the applicant wanted to find out if the outdoor storage was <br />possible before committing to designing the building, grading, utilities, and other elements. Since the <br />proposal clearly does not comply with outdoor storage requirements, staff is comfortable making a <br />recommendation on the storage CUP alone. <br />City Planner Smyser noted the analysis does not include a site and building plan review or <br />recommendation. Any such application must include complete submittal information and be <br />reviewed according to the City's deadline and meeting schedule. <br />City Planner Smyser advised staff is recommending Council deny the CUP application because it <br />does not comply with City requirements, as explained in the staff report. <br />Councilmember Carlson referred to a map of the area and asked if there has been a request for <br />rezoning. City Planner Smyser advised staff has not received a formal request from the landowner to <br />change the zoning. <br />Councilmember Reinert moved to adopt Resolution No. 02 — 34, as presented. Councilmember <br />Carlson seconded the motion. <br />Mr. Greg Hayes, representative for the applicant, came forward and stated Mr. Biese thought he was <br />taking the prudent approach by speaking to his neighbors and providing adequate screening. He <br />stated he does however, understand City Planner Smyser's position. He asked the Council if they are <br />interested in having a class A new business in Lino Lakes. <br />Mayor Bergeson stated the City is always interested in new business but the City has regulations it has <br />to follow. <br />Councilmember O'Donnell asked if there are other locations within the City for this type of use. City <br />Planner Smyser stated there are other areas in the City zoned light industrial but it is unclear if the <br />configuration of the building would work in those areas. <br />Councilmember Carlson stated this issue is difficult to comment on. She indicated she would support <br />the denial because of the school and homes that are in the area and City ordinances. She stated the <br />request would call for a variance also. <br />7 <br />
