If outdoor storage is <br />proposed at some future point, the processing of a conditional use permit would be necessary. It <br />is unlikely that the CUP requirements would be met on this site. <br />Grading, Drainage and Utilities: There were a number of unresolved technical design issues <br />listed in a City Engineer's memo dated 5/2/02 related to grading, drainage and utilities. These <br />issues must be resolved. They have been added to the appropriate resolutions as conditions of <br />approval. The conditions require that the issues are resolved either before the minor subdivision <br />is certified or before site work can begin, depending on the particular item. <br />Easements: The submitted "Sketch and Description" illustrates a drainage easement over a <br />ponding area in the western portion of Parcel G. Additionally, drainage and utility easements are <br />shown along the northern and southern boundaries of Parcel F. The acceptability of such <br />easements should be subject to comment and recommendation by the City Engineer. <br />Park Dedication: The proposed minor subdivision will be subject to park dedication <br />requirements. For industrial development, a park dedication requirement of $2,175 per acre is <br />required. With proposed Parcels F and G comprising 3.8 acres of upland area (exclusive of <br />• ponding), a park dedication of $8,265 will be required prior to the City certifying the proposed <br />minor subdivision. <br />Rice Creek Watershed District Review: This application was brought before the Rice Creek <br />Watershed District on April 24, 2002. The Watershed District approved the tabling with <br />authorization for administrative action (TWAFAA). <br />As a condition of site and building plan approval the Watershed District Permit must be received <br />prior to City building permit issuance. <br />Performance Agreement: Prior to the commencement of any site work, the applicant will be <br />required to enter into a performance agreement with the City and post all the necessary securities <br />required by it. <br />ENVIRONMENTAL BOARD <br />The Environmental Board reviewed the proposed development on April 24, 2002. The <br />comments and recommendation of the Environmental Board are attached to this report. <br />PLANNING & ZONING BOARD <br />At the Planning and Zoning Board meeting on May 8, concern was raised regarding the ability of <br />the site to contain hazardous material spills.
