AGENDA ITEM NO. 6A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />• COUNCIL MEETING DATE: August 12, 2002 <br />TOPIC: Consideration of Receiving Bids and Awarding Birch <br />Park Trail Project <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />This trail project is located at the end of Trapper's Crossing Court in the Trapper's <br />Crossing development and will provide direct access to Birch Park. The project <br />includes the installation of approximately 315 feet of timber boardwalk, and a timber <br />staircase including planters and concrete pavers. Park maintenance staff will be taking <br />care of all landscaping and plantings. <br />Project manuals were sent to eight contractors. Sealed bids were opened on July 2, <br />2002. Two bids were received with Global Specialty Contractors, Inc. being the lowest <br />responsible bidder at a base bid of $106,632. <br />The low bid was higher than anticipated. Mr. Richard Gray, Landscape Architect of <br />TKDA, and I have reviewed this issue and have looked at several options including <br />whether to modify the bid proposal, re -bid the project, or to accept the low bid. We <br />• considered modifying several line items such as omitting the Toad testing of piers and <br />omitting the grouting of pier shafts. Several substitutes such as using poured concrete <br />rather than pavers on the stairs and open areas were considered. However, the <br />identified cost savings are marginal and will detract from the aesthetics of the project <br />and it's longevity. After considering several options, I am recommending that we <br />proceed with the project and award the bid to Global Specialty Contractors, Inc. with a <br />base bid amount of $106,632. <br />• <br />The funding for this project is the Dedicated Parks Fund. This project was approved by <br />the City Council as a component of the Park Board's 1996, 2001, and 2002 Goals <br />totaling $75,000. Proceeding with the project will require designating an additional <br />$60,000 of undesignated park dedication funds for the Birch Park trail project. <br />At the August 5, 2002 Park Board meeting, The Park Board recommended designating <br />the necessary park dedication funds and proceeding with this project. The scheduled <br />final completion date for the project is October 31, 2002. <br />OPTIONS <br />1. Receive bids and award Birch Park Trail Project to Global Specialty Contractors, <br />Inc. with a base bid in the amount of $106,632. <br />2.
