AGENDA ITEM NO. 6B STAFF ORIGINATOR: Rick DeGardner, Public Services Director COUNCIL MEETING DATE: August 12, 2002 TOPIC Consideration of Receiving Bids and Awarding Highland Meadows Park Development Phase 1 Project VOTE REQUIRED: Simple Majority BACKGROUND:, Highland Meadows Park is a four acre park located at 624 Arlo Lane and will primarily serve the residents of the Highland Meadows Additions, Bluebill Ponds, Mar Don Acres and the Twilight Acres developments. This park was master planned earlier this year with input from neighboring residents at two master planning meetings. A copy of the master plan is attached. The Phase One Project consists of the removal of plant material, general earthwork, installation of trails, asphalt paving for the 1/2 court basketball court, concrete walks and play area curbing. Thirteen project manuals were sent out. Only one bid was submitted The bids were publicly opened on August 8, 2002 at City Hall as follows: Base Bid Alternate Bid Glenn Rehbein Excavating, Inc $89,385.00 $20,000.00 Since the engineer's estimate was $88,350, and that Glenn Rehbein Excavating, Inc is a local, reputable company, staff is recommending receiving the bid and awarding the Highland Meadows Park Development Phase 1 Project to Glenn Rehbein Excavating, Inc. with a base bid in the amount of $89,385.00 The funding for this project is the Dedicated Parks Fund. The development of Highland Meadows Park was a component of the Park Board's 2002 Goals totaling $199,200. This amount consists of park dedication dollars derived from the following: Bluebill Ponds Development $81,075 Highland Meadows West - 3`d Addition $94,725 VFW Donations for Playground Equipment $23,400 OPTIONS: 1. Receive bids and award Highland Meadows Park Development Phase 1 Project to Glenn Rehbein Excavating, Inc. with a base bid in the amount of $89,385.00. 2 Do not accept bids and do not award contract.
