Studenski, City Engineer COUNCIL MEETING DATE: August 12, 2002 TOPIC: Resolution No. 02 -90, Receive Bids and Award Construction Contract, West Shadow Ponds Improvements VOTE REQUIRED: 3/5 Vote Required BACKGROUND: Sealed bids were received and publicly opened at 1:00 p.m. on August 1, 2002. The results of the bid opening are presented below. City Council action is required to award a construction contract to the lowest responsible bidder. Contractor Amount of Bid Richard Knutson, Inc. $327,809.05 S.R. Weidema, Inc. $401,938.77 Penn Contracting, Inc. $409,752.90 W. B. Miller, Inc. $422,902.15 Park Construction Co., Inc. $427,961.30 Engineer's Estimate $302,663.50 The low bid is approximately 8% over the Engineer's Estimate for this project. A copy of the complete bid tabulation is attached. The City required a watermain pipe size increase and an extension as part of the trunk system at a cost of $8,129.00. The trunk watermain area and unit charges for this development are approximately $49,000.00 for a total increase to the trunk fund of approximately $41,000.00. The City required the sanitary sewer to be installed at a greater depth and an extension as part of the trunk system at a cost of $11,846.00. The trunk sanitary sewer area and unit charges for this development are approximately $35,000.00 for a total increase to the trunk fund of approximately $23,000.00. The remainder of the costs of this project will be recovered through special assessments to the benefiting properties per the development agreement. The substantial completion date for this project is October 4, 2002, with a final completion date of May 15, 2002. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 02 -90, accepting bids and awarding a construction contract to Richard Knutson, Inc. for the West Shadow Ponds project. 3. Not adopt Resolution No. 02 -90. RECOMMENDATION: Option No. 2 - Staff recommends adoption of Resolution Number 02 -90.
