City Council <br />September 23, 2002 <br />Russian Baptist Church Site Plan Review & CUP <br />CONCLUSION <br />Staff recommends approval of the application, with the following conditions: <br />1.) Any future expansion of the church shall require Site Plan Review and a Conditional <br />Use Permit Amendment. <br />2.) Incorporate suggestions made by Jane Pemble of the Anoka County Highway <br />Department, in her letter dated August 30, 2002: <br />• Dedication of 50 feet of right -of -way on Ash Street to Anoka County, along <br />with right -of- access <br />• Realignment of the access driveway so that is aligns with the eastern edge of <br />the parking lot <br />Entrance width should be 24 feet wide and include a 6 "curb, per State Aid <br />Highway requirements <br />The proposed landscape plantings should be removed from sight triangles <br />• The proposed infiltration pond adjacent to Ash Street should be removed from <br />the County right -of -way <br />• A permit must be pulled with Anoka County for any work to be done in the <br />right -of -way <br />• A right -turn lane should be striped onto the existing shoulder of Ash Street, to <br />facilitate right -hand turns. <br />3.) Driveway access shall be exclusive to the site, and shall not be shared with the <br />property to the east. <br />4.) A performance agreement shall be prepared, including financial securities. <br />OPTIONS <br />1.) Approval of the Site Plan Review and Conditional Use Permit, with Conditions: <br />Resolution No. 02 -82. <br />2.) Denial of the Site Plan Review and Conditional Use Permit. <br />3.)
