City Council <br />September 23, 2002 <br />Russian Baptist Church Site Plan Review & CUP <br />Parks & Trail <br />There will be no park dedication fee required. There are no trails currently planned for <br />the north side of Ash Street. <br />Grading/Drainage /Wetland <br />Engineering issues have been resolved. The Rice Creek Watershed District has issued a <br />TWAFAA for this project. <br />Environmental Board Recommendations <br />The Environmental Board reviewed this application at their May 29, 2002, meeting and <br />recommended approval with some changes. The memo from Marty Asleson dated June <br />6, 2002, details these changes and is attached to this report. In general, recommended <br />changes center around the following: <br />1.) Submission of a tree inventory and tree preservation plan. <br />2.) Increase infiltration and storm water practices, particularly around parking areas. <br />3.) Alter tree choices, and move some trees out of water infiltration areas. <br />4.) Use of green parking in future parking expansion areas. <br />Numbers 1 & 3 have been addressed by the applicant. <br />Planning & Zoning Board Recommendations <br />This application was initially presented at the June 12th meeting of the Planning and <br />Zoning Board, but was tabled pending further information on a number of issues, <br />including: <br />• Investigating providing city services through either the City of Circle Pines or <br />the City of Shoreview, as an alternative to the proposed use of a well and <br />septic system. <br />• Drainage: neighboring residents had concerns about runoff onto their <br />property. <br />• Buffer greenbelt: neighboring residents were not supportive of the use of a <br />fence; a revised landscape plan using vegetation and/or berms was proposed. <br />• Lighting: neighboring residents had concerns over glare. <br />At the request of neighboring residents, the Russian Baptist Church held a second <br />neighborhood meeting on June 26th in order to meet with residents and address their <br />concerns. The application was then again heard by the Planning & Zoning Board on July <br />10th, at which time the board recommended approval of the application, with the <br />conditions outlined by staff, as well as the added condition that "Anoka County Highway <br />Department review and approval be required prior to City Council review." <br />7 <br />
