• <br />• <br />Spirit Hills. <br />Page 5 of 12 <br />A five (5) foot concrete sidewalk is proposed along Ware Road, extending from Birch <br />Street to Sioux Lane, to facilitate pedestrian access to the site. Public comment was <br />received during previous council meetings regarding the location of the sidewalk. <br />Residents living in the Spirit Hills development have requested that the sidewalk be <br />placed on the north and east side of Ware Road so that children walking to school <br />would not have to cross Ware Road twice. This could be accomplished within the <br />existing Ware Road right -of -way. The sidewalk would still be needed on the west side <br />of Ware Road from the project's southerly access to Birch Street. The applicant is <br />working with the City's Public Services Department to address this issue. <br />Ware Road <br />As part of the projec, Ware Road is proposed to be extended westerly to connect with <br />Hodgson Road (CSAH 49). This extension was planned in conjunction with the original <br />Spirit Hills residential development at which time the right -of -way was dedicated. The <br />connection to Hodgson Road will be limited to right -in, right -out turning movements. <br />Southbound Hodgson Road traffic will not have access to the Ware Road extension. <br />The proposed development will also require the addition of a right turn lane on <br />southbound Ware Road at its intersection with Birch Street. <br />Birch Street (CSAH 10) <br />Anoka County has reviewed the proposed development and provided comments in a <br />letter dated August 29, 2002. In general, due to the increase in turning movements at <br />the intersection of Ware Road and Birch Street, tum lane construction on CSAH 10 will <br />be required to be completed in conjunction with the development. Both right and left <br />turn lanes will be needed for eastbound and westbound Birch Street. <br />These improvements will need to be constructed in conjunction with the proposed <br />development. The proposed improvements are not included within the City or County <br />Capital Improvement Programs. Therefore, it will be the responsibility of the developer <br />to construct and finance the proposed improvements as a condition of the development <br />approval. <br />External Traffic Impacts <br />Following the City Council meeting on August 12, 2002, the developer's Traffic <br />Engineering Consultant, URS, prepared a traffic analysis, dated September 23, 2002, to <br />define the impact of the proposed development on the Ware Road /Birch Street, <br />Hodgson Road /Birch Street and Ware Road/Hodgson Road intersections. The City's <br />Engineering Consultant, TKDA, has reviewed the report and offered the following <br />comments: <br />
