N.W., ANDOVER, MINNESOTA 55304 -4005 (763) 862 -4200 FAX (763) 862 -4201 August 29, 2002 Mike Grochala City of Lino Lakes 600 Town Center Parkway Lino Lakes, MN 55Q14 RE: Preliminary I'lat/Site Plan Spirit Hills (Formerly Village Hills Commercial) Dear Mike, We have reviewed the Preliminary Plat/Site Plan for Spirit Hills (formerly Village Hills Commercial) to be located north of CSAH 10 (Birch St,) and West of Ware Rd. within the City of Lino Lakes, and I offer ithe following comments: Existing right -of -way adjacent to CSAH 10 should be adequate for future reconstruction purposes (60ft r/w north of the CSAH 10 r/w centerline). Additional right -of -way in the form of trail/utility easements and/or construction easements may be required at some time in the future. It appears that some clearing and/or grading may be required in order to meet intersection sight distance requirements at the CSAH 10/Birch St intersection. The City and/or the developer shall . ensure that all applicable intersection sight distance requirements are met to the fullest extent possible for this development. Care should be exercised when locating landscaping/berms /trees /signs outside the county right -of -way, so as not to create sight distance obstructions for vehicles entering/exiting this site. Right -of- access along CSAH 10 is to be dedicated to Anoka County. Contact Mike Kelly, Chief Right-of-way Agent, to coordinate the preparation of the appropriate documents for the right-of- access dedication. All access for this site is to be made via Ware Road, which is acceptable to this department. However, the construction of this development will cause a significant increase in the number of turning movements at the intersection of CSAH 10 and Ware Road. As a consequence, in order to provide for the safety needs of the traveling public, turn lane construction on CSAH 10 will be required to be completed in conjunction with this development. The turn lane construction shall consist of EB CSAH 10 left and right turn lanes, as well as WB CSAH 10 right and left turn lanes. Standard turn lanes are 12 -14ft wide, 300ft in length, and include a 15:1 taper. In addition, speed:1 transitions are standard with the introduction of left turn lanes on a county highway. We will not require the construction of raised median channelization on CSAH 10 at this time, but will instead accept painted median channelization.
