Memo <br />To: Jeff Smyser <br />From: Marty Asleson <br />CC: Michael Grochala <br />Date: November 4, 2002 <br />Re: Recommendations /Environmental Board/October 30, 2002/Car Wash <br />The Environmental Board recommended the approval of the Proposed Lake Drive <br />Carwash with the following stipulations: <br />• That the soil boring documents submitted to the Environmental Board be <br />analyzed by our City Engineer to determine if the seasonally high water <br />elevations are at least 3 feet from the bottom of the designed infiltration ponds. <br />The Environmental Board recommended that an additional boring be drilled at the <br />Westem most infiltration pond to ensure that this 3 foot separation will exist. This <br />additional boring is requested at the discretion of the City Engineer. <br />• That the lighting plan be changed to reflect our City standard for low- impact, <br />downward - focused, low- spill, low- intensity fixtures. <br />• That the project applicant submit a sequence plan and Best Management <br />Practices Plan. Best management should include a plan for periodic sweeping of <br />the parking areas, trash and litter pick -up, proper storage of any materials that <br />may spill into the environment, and a plan to maintain the pervious surfaces in the <br />design. The Environmental Board requested that no pesticides be used on the <br />pervious surfaces. <br />• That the developer would change landscape species in the proposed plan, as <br />requested by the Environmental Board and provide additional trees in the <br />landscape. <br />• Page 1 <br />
